Border Security Force released a combined notification for the recruitment of Assistant Sub Inspector (Stenographer/ Combatant Stenographer) & Head Constable (Ministerial/ Combatant Ministerial) in Central Armed Police Forces/ CAPFs (BSF, CRPF, ITBP, CISF & SSB) and Warrant Officer (Personal Assistant) & Havildar (Clerk) in Assam Rifle (AR).

Pay Scale:
Head Constable (Ministerial) and Havildar (Clerk) – Rs 25500-81100 as per 7th CPC Pay Matrix Level-4.
Assistant Sub Inspector (Steno) and Warrant Officer (Personal Assistant) – Rs 29200-92300 as per 7th CPC Pay Matrix Level-5.

Eligibility Criteria (Age and Educational Qualification)

Age Limit (All Posts) – 18 to 25 Years as on 01 August 2024. Age of candidates will be determined on the basis of date of birth as recorded in their matriculation certificates. Relaxation in upper age limit for SC, ST, OBC, Ex-Servicemen and other categories will be applicable as per Govt Rules.

Educational Qualification and Skill Test Norms:
Educational Qualification – Candidates must have passed Intermediate (12th) or Senior Secondary School Certificate (10+2) exam from a recognized Board or University.

HC Ministerial/ Havildar Clerk Skill Test Norms:
Time allowed – 10 Minutes
English Typing – Minimum speed of 35 words per minute (wpm) OR
Hindi Typing – Minimum speed of 30 words per minute (wpm).

35 wpm in English and 30 wpm in Hindi correspond to 10500 key depressions per hour in English and 9000 key depressions per hour in Hindi respectively with an average of 5 key depressions for each word on computer.

ASI Steno/ WO Skill Test Norms:
Dictation – 10 minutes @ 80 words per minute in English or Hindi.
Transcription time – 50 minutes in English or 65 minutes in Hindi on computer.

BSF HC Min ASI Steno Selection Process, Physical and Exam Pattern

The selection process for the recruitment of Head Constable (Ministerial), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) consists of 03 phases as follows:

  • Phase 1: Physical Standard Test (PST) and Physical Efficiency Test (PET)
  • Phase 2: Computer Based Test (CBT)
  • Phase 3: Shorthand Test for ASI Steno/ WO, Typing Speed Test for HC Min/ Havildar Clerk, Documentation and Medical Examination (DME/ RME)

Detailed information about all the recruitment tests to be conducted under 1st, 2nd and 3rd phase is as follows:

Physical Standard Test (PST)

Firstly, all eligible candidates will be put through Physical Standard Test. The PST will be carried out by the selection Board to assess the height, weight and chest of candidates according to the prescribed physical standards for Head Constable (Ministerial), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) as given below.

Height:
GEN/ OBC/ SC Category – Male: 165 Cms and Female: 155 Cms.
ST Category and Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the State of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir, Leh & Ladakh regions – Male: 162.5 Cms and Female: 150 Cms.

Chest (Only for male candidates):
GEN/ OBC/ SC Category – Un-expanded: 77 Cms and Expanded: 82 Cms.
ST Category – Un-expanded: 76 Cms and Expanded: 81 Cms.

Weight (for male and female) – Proportionate to height and age as per medical standards.

Physical Efficiency Test (PET)

Candidates qualified in PST will have to undergo Physical Efficiency Test of qualifying nature. The PET for Head Constable (Ministerial), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) consists of Race event as follows:

Male Candidates – 1.6 Kms race within 06 Minutes and 30 Seconds.
Female Candidates – 800 Meters race within 04 Minutes and 45 Seconds.

Ex-Servicemen are not required to undergo Physical Efficiency Test (PET). However, all Ex-Servicemen are required to fulfill the prescribed physical standards and required to pass in CBT, Skill test and Medical examination.

Computer Based Test (CBT)

Candidates qualified in 1st phase (PST/ PET) will be called to appear for Computer Based Test (CBT) scheduled on the date and time fixed by BSF at the selected exam centers (see the list below). Call letter (Admit Card) indicating the exam date, time and venue for the CBT will be sent to all candidates through their registered E-mail ID and Mobile number.

The question paper will be of total 01 Hour 40 Minutes duration and will comprise of 100 objective type multiple choice questions (01 mark each) based on Hindi/ English Language, General Intelligence, Numerical Aptitude, Clerical Aptitude and Computer Knowledge. The questions in CBT will be of 10+2 level.

The exam pattern for HC (Min), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) is as follows:

  • Hindi/ English Language: 20 Questions (20 Marks)
  • General Intelligence: 20 Questions (20 Marks)
  • Numerical Aptitude: 20 Questions (20 Marks)
  • Clerical Aptitude: 20 Questions (20 Marks)
  • Computer Knowledge: 20 Questions (20 Marks)

The Detailed Syllabus for HC (Min), ASI (Steno), Warrant Officer and Havildar (Clerk) Exam is given below.

The qualifying marks in CBT will be 45% for UR/ EWS/ OBC candidates and 40% for SC/ ST candidates. Number of candidates to be qualified in Computer Based Test will be restricted to 10 times the number of vacancies for the post of HC Ministerial/ Havildar Clerk and 30 times the number of vacancies for the post of ASI Steno.

Candidates qualified in 2nd Phase (CBT) will be called for the 3rd Phase tests (Skill test, Document verification and Medical examination) as per the details below:

Skill Test (Shorthand and Typing)

Typing Speed Test for HC Ministerial/ Havildar Clerk – Candidates qualified in CBT will be allowed to appear in Typing test on Computer. Candidates who opt to take test in English must have typing speed of 35 words per minute on computer correspond to 10500 Key Depression Per Hour (KDPH).

Candidates who opt to take test in Hindi must have typing speed of 30 words per minute on computer correspond to 9000 Key Depression Per Hour (KDPH) (i.e. 1750 Key Depression in English and 1500 Key Depression in Hindi in 10 minutes) on an average of 5 Key depression for each word.

Candidates will have to type the given passage/ matter in 10 Minutes. 5% mistakes are allowed and for excess mistakes, 10 words for each mistake will be subtracted from the total words typed out. Typing test in Hindi will be conducted only in MANGAL Font.

Shorthand Test for ASI (Steno)/ Warrant Officer – The candidates will be put through Stenography speed test on Computer. Candidates who opt to take the test in ‘English’ will be required to transcribe the matter in 50 Minutes and the candidates who opt ‘Hindi’ will be required to transcribe the matter in 65 Minutes.

Shorthand test in Hindi will be conducted only in MANGAL Font. Candidates who make mistakes upto 5% (40 words) will be declared Passed. Those who make mistakes above 5% (40 words) will be declared Failed (for ASI Steno).

Documents Verification

Candidates qualified/ shortlisted in PST, PET, CBT and Skill test will have to undergo Documents Verification (DV). The candidates will have to produce all original documents/ certificates in proof of details as filled in online application.

The documents/ certificates as Educational, Date of Birth, SC/ ST/ OBC/ EWS, Domicile, Discharge Certificate (for Ex-Serviceman), Height/ Chest relaxation (if applicable), NOC (for departmental candidates) and any other document mentioned in DV Admit Card, will be verified at the time of documentation.

Medical Examination

Candidates qualified in PST/ Documentation, Written exam and Skill Test will have to undergo Detailed Medical Examination (DME), which will be carried out by detailed Medical Officer to assess their medical fitness. Candidates declared unfit will be allowed to undergo Review Medical Examination (RME).

After completion of all the tests, post and category wise merit list will be drawn separately on the basis of marks obtained by candidates in the Computer Based Test (CBT). The final list of selected candidates for the posts of HC (Min), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) will be published through the official website.

HC Ministerial and ASI Steno Syllabus

The indicative syllabus as provided by the BSF for Computer Based Test (CBT) of HC (Ministerial), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk) is as follows:

English Language – This will include spot the error, fill in the blanks, synonyms/ homonyms, antonyms, spellings/detecting miss-spelt words, Idioms & phrases, one word substitution, improvement of sentences, active/ passive voice of verbs, conversion into direct/ indirect narration, shuffling of sentence parts, shuffling of sentences in a passage, close passage, comprehension passage and miscellaneous.

हिंदी भाषा – इसमें 1) हिंदी भाषा की सामान्य जानकारी, 2) हिंदी व्याकरण का मौलिक ज्ञान, हिंदी वर्णमाला, तद्भव-तत्सम्‌, प्रयायवाची, विलोम, अनेकार्थक, वाक्यांशों के स्थान पर एक शब्द, समरूपी भिन्नार्थक शब्द, अशुद्ध वाक्यों को शुद्ध करना, लिंग, वचन, कारक, सर्वनाम, विषेशण, क्रिया, काल, वाच्य, अव्यय, उपसर्ग, प्रत्यय, सन्धि, समास, विराम-चिन्ह, मुहावरे एवं लोकोक्तियाँ, रस, छंद, अलंकार आदि, 3) अपठितबोध, 4) प्रसिद्ध कवि, लेखक एवं उनकी प्रसिद्ध रचनायें, 5) हिंदी भाषा में पुरस्कार, 6) विविध इत्यादि शामिल होंगे।

General Intelligence – It will include questions of both verbal and non-verbal type, questions on semantic analogy, symbolic operations, symbolic! number analogy, trends, figural analogy, space orientation, semantic classification, venn diagrams, symbolic/ number classification, drawing inferences, figural classification.

Punched hole/ pattern (folding & unfolding), semantic series, figural pattern (folding & completion), number series, embedded figures, figural series, critical thinking, problem solving, emotional intelligence, word building, social intelligence, coding & de-coding, other sub topics, if any numerical operations and miscellaneous intelligence tests.

Numerical Aptitude – It will include number system, fundamental arithmetical operations, algebra, geometry, mensuration, trigonometry, statistical charts and miscellaneous.

Clerical Aptitude – It will include alphabetic filing, attention to detail, data checking, comparison ability, spelling checking, errors spotting and other miscellaneous issues related to aptitude of clerk.

Computer Knowledge – It will include basic computer fundamentals, history & future of computers, operating system and basic of windows, computer abbreviation, Microsoft office (MS Word & Excel), short keys, computer communication & internet and miscellaneous.

Online Application Form, Important Dates and Notification

Eligible and interested candidates are required to register and submit online application form for the BSF Head Constable Ministerial and ASI Stenographer Recruitment through rectt.bsf.gov.in up to 08th July 2024. Before applying online, keep ready educational qualification details, email Id, mobile number and scanned copies of passport size photograph (30-100 kb), signature (20-50 kb), thumb impression (max 50kb) and supporting documents (30-100 kb) in jpeg/ jpg/ png formats.

To apply online for the HC (Ministerial), ASI (Steno), Warrant Officer (Personal Assistant) and Havildar (Clerk), complete the important steps below:

STEP 1: One Time Registration (OTR).
STEP 2: Filling of online application.
STEP 3: Online payment of application fee.

Firstly, complete the One Time Registration (OTR) process by filling personal information, address, qualification and other details. Thereafter choose the post for which you want to apply and fill the application form with all the required details and then upload photograph, signature and supporting documents as educational certificates, caste certificate and any other relevant certificates. After that, pay the application fee (if applicable).

Finally, after successful submission of application, take a printout of online form for record/ reference. The printout of online application form or any other document is not required to be sent by Post to any BSF recruitment centres.

Application fee:
Candidates will have to pay Rs 100 (Rupees one hundred only) as application fee through Net Banking/ UPI/ Credit/ Debit Card/ Wallet. SC, ST, Ex-servicemen and Female candidates are not required to pay the fee.

Last date for submission of application form – 08th July 2024 (11.59 PM)
